It is in fact not important if he finds this setting, because it isn't the one he is looking for. The one you are pointing to has to do with the color for the Start Menu and taskbar, and in the future it will be the one used on the top border of the application window. Windows 10 doesn't have this setting. It has been removed just like some of the other settings that control fonts and such in applications.
